Abstract:

Environmental Justice (EJ) is a key EPA enforcement priority, and EPA has announced plans to increase the use of supplemental environmental projects (SEPs) like fenceline air monitoring.  However, fenceline monitoring programs can vary widely in terms of scope and complexity.  Recent rules in California and Colorado have called for the use of optical remote sensing technology to conduct fenceline air monitoring at refineries and bulk terminals.  An overview of optical remote sensing technologies like FTIR and UVDOAS will be provided, and key elements that go into the successful planning, implementation, and execution of fenceline air monitoring programs will be discussed.
